2003 RULES AND REGULATIONS
version SS2003.A effective 3/31/03
The Speedway Sportsman division is designed to promote a greater
interest in Stock Car Racing at less expense than the NASCAR LMSC division. All cars must
be stock in every way except as modifications allowed by these rules. The word
STOCK means as it came from the factory for the particular model and year for
a car. This includes replacement parts by part number. Any reference to NASCAR LMSC rule
or section within these rules refers to the 2003 NASCAR Rule Book. These rules are subject
to amendment at any time when notice has been given. Notice shall be deemed effective
within two (2) weeks of the rule amendment and posting of the rule change by Old Dominion
Speedway.
1. Competing Car Models
Any American made two door model sedan, 1969 through 1993, is approved for competition by
ODS. No trucks or station wagons allowed.
1.1 Only cars registered
as Speedway Sportsman cars will be allowed to compete in the Speedway Sportsman division.
2. General Body requirements
2.1 Car Bodies: All body panels and air dams must be stock appearing for the make, model
and year of car.
2.2 Overall Car Weight: All cars must comply with NASCAR LMSC rule 20J-2.2. Minimum weight
of 3,100 pounds, with a minimum rightside weight of 1400 pounds. Weight includes fuel and
driver.
2.3 Added Car Weight: All cars must comply with NASCAR LMSC section 20J-2.3.
2.4 Cars must weigh a minimum of 3100 pounds with a minimum right side weight of 1400
pounds at ALL times. This includes post-qualifying and post-race as the car comes off the
track. No adding of fuel, water, oil or gear lube will be allowed. Wheels and tires must
not be changed.
3. Detailed Car Body Requirements
3.1 Spoilers: Spoilers are not allowed.
3.2 Windows, Lights, Mirrors: All cars must comply with NASCAR LMSC section 20J-3.2 except
as amended below. This rule governs Windshields, Rear Windows and Window Nets. Windshield
must be lexan and must have three interior braces. Rear window can be lexan or plexiglass
and is not required to have interior braces. Two exterior window straps, 1 inch wide and
1/8 inch thick must be installed over the rear window. All other glass must be removed.
3.2.1 Window Net: Window Net in compliance with NASCAR LMSC rule 20J-3.2.3A must be
installed.
3.3 Dash Panel: All cars must comply with NASCAR LMSC section 20J-3.3.
3.4 Fire Walls: Must have full firewalls, front and rear of drivers compartment, of not
less than 22 gauge magnetic steel. Front firewall must not be altered or moved, and must
be in the stock location for the make, model and year car. Firewalls must be sealed with
no holes between engine compartment and drivers compartment.
3.5 Doors, Fenders, Grilles, Hood, Roof, Rear Deck Lid and Bumper Covers must comply with
NASCAR LMSC sections 20J3.5 thru 20J3.10. Flat Hoods Only. Hood must fit tightly to the
windshield with no gaps.
3.6 Identification and Markings: Identification/Car numbers must comply with NASCAR LMSC
rule 20J-3.11. Car number must be displayed in five inch high, white characters, in the
upper right corner of the windshield Car numbers will be issued by ODS official Dave
Menefee. Numbers issued and NOT used in the year issued will not be held for the following
year. Requests for specific car numbers will be honored when possible. If multiple
requests for a particular number are received, first option will go to ODS drivers who
have historically used that number. Any car that arrives for an event with an unapproved
number may be required to change the number before being allowed to participate in the
event.
4. General Engine Requirements
4.1 The following engines are allowed:
Chevrolet 350 CID small block V8
Ford 351 CID Windsor small block V8 (Clevelands are not allowed)
Dodge 360 CID small block V8
5. Detailed Engine Requirements
5.1 Engine Location: Must be mounted in the stock location with stock mounting points.
Center of crankshaft must be located on centerline of frame/tread width.
5.2 Engine Height: Engine height, crankshaft centerline, must be in the stock location.
5.3 Engine Mounts: Engine mounts must comply with NASCAR LMSC rule 20J-5.3
5.4 Engine Displacement: Engine displacement and engine stroke will be stock for the
engine being used with a maximum allowable overbore of sixty thousandths (.060) of an
inch.
5.5 Engine Block: The engine block must be a stock cast iron block with an OEM part
number. No aftermarket, GMPerformance, or Ford SVO/SVT racing type blocks allowed. No
angle cutting of block deck.
5.5.1 Pistons: Pistons must be flat top aluminum OEM or OEM type replacement only. Piston
pin location must remain stock. Piston ring locations must remain stock. No milling of
skirt or top of piston is allowed.
5.5.2 Connecting Rods: Connecting Rods must be OEM stock rods. No lightning or polishing
permitted. Stock rod length and journal diameter must be maintained.
5.5.3 Deck Height: Minimum piston to deck clearance is zero (0). Piston may not protrude
above the block deck.
5.5.4 Oil Pan: Oil pan must comply with NASCAR LMSC rules 20J-5.5.4A and 5.5.4B Oil
Coolers are not permitted.
5.6 Cylinder Head: Approved cylinder head is a 2 valve, cast iron head, World Products
part numbers:

5.6.1 Cylinder Head Modifications: No angle milling of cylinder head
block surface or intake surface is permitted. Valve angle in head may not be changed.
Cylinder heads may not be ported or polished in any way.
5.6.2 Valves and Valvesprings: Valvesprings and retainers must be steel. No Titanium
valves, springs or retainers. No highflow, undercut valvestems allowed.
5.7 Crankshaft: crankshaft must be OEM stock cast crankshaft. No steel crankshafts
allowed. Polishing or lightening of crankshaft will not be allowed. Stock stroke must be
used. Harmonic balancer must be OEM magnetic steel elastomer type balancer.
5.8 Camshaft, Rocker Arms
5.8.1 Camshaft may be hydraulic or solid flat tappet type cam. No roller cams/lifters.
Camshaft lift must not exceed .480 inch measured at valve retainer with valve lash set to
0 lash. Valve lifters and pushrods must be magnetic steel and comply with
NASCAR LMSC rule 20J-5.8.2
5.8.2 Rocker Arms must be stock type. Rocker arm ratio must be stock, 1.5 or 1.6. All 16
rocker arms must be of the same model, type and ratio.
5.9 Intake Manifold: The following intake manifolds must be used:

No angle milling of any surface on the manifold is permitted. No porting or polishing is
allowed in any manner.
5.10 Carburetor: Holley 2300 two barrel carburetor list number 7448.
No modifications allowed to carburetor except as specified below:
5.10.1 No drilling or changing of any diameter of airbleeds, metering plate passages,
throttle shafts, etc.
5.10.2 No swapping of metering plates.
5.10.3 Choke butterfly may be removed. When choke linkage is removed, all linkage mounting
holes must be filled with epoxy.
5.10.4 All vacuum ports/outlets must be removed and plugged with steel plugs or epoxy.
5.10.5 Jets and power valves may be changed. Power valve must be used, No power valve
block-off plugs allowed.
5.10.6 Carburetor Dimensional Specifications
See Attached ODS Carburetor Specification Document.
5.10.7 Carburetor Spacer: Solid aluminum, .750 inches thick, with two 1.5 inch diameter
holes located in the center that match the carburetor. Spacer must comply with NASCAR LMSC
Rule 20J-5.10.2
5.10.8 Carburetor claim rule: See Para 18.5.
5.10.9 Any carburetor held for inspection will be impounded for the week and will be
returned the following Saturday at the track upon competitors arrival if Carburetor
is found to be legal.
5.10.10 Restrictor Plate: A restrictor plate with holes measuring 1 and 1/8 (1.125) inches
in diameter will be issued by track officials and will be mandatory for all cars competing
in the Speedway Sportsman division. The restrictor plate will be installed between the
intake manifold and the carburetor adapter plate. A one piece gasket measuring sixty
five thousandths (.065) inch thick will be used to seal the restrictor plate to the
manifold and to the adapter plate. Restrictor plates will be identified with a serial
number. The serial number assigned to each car number must be used by that car. No
swapping of plates is allowed. The restrictor plate must not be modified in ANY way.
Restrictor plates will cost $30 and will be signed for by the owner or the driver. Only
one plate per car number will be issued. Restrictor plates are available only at the track
on official practice days and race days. At the conclusion to the season the restrictor
plate must be returned to track officials. If a restrictor plate is found to be modified
in any way or is used on a car other than originally assigned, a penalty, up to loss of
all points earned in the season up to the date of infraction, may be imposed on all
drivers involved. Additionally, a second restrictor plate will need to be procured at an
additional cost of $40.
5.11 Air Cleaner and Air Intake: Air cleaner must be round and centered on the carburetor.
(Moroso #65925) Paper style filter element only. No devices to control the flow of air
within the air cleaner are allowed. Must comply with NASCAR LMSC section 20J-5.12.
6 Engine/Car Electrical System
6.1 Ignition System: Stock OEM point type distributor is permitted. Stock OEM electronic
ignition system is permitted. Aftermarket electronic ignition systems, MSD or similar, are
NOT allowed. Tachometer must be equipped with quick disconnect connector to allow easy
removal.
6.2 Spark Plugs: Spark Plugs must comply with NASCAR LMSC rule 20J-6.2.
6.3 Alternator: Alternator must comply with NASCAR LMSC rule 20J-6.3.
6.4 The self starter must be in working order and installed in the stock location. Starter
must comply with NASCAR LMSC rule 20J-6.4.
6.5 The battery must be installed in an enclosed battery box. Battery must be securely
mounted and approved by track officials. Reference NASCAR LMSC rule 20J-6.5.
6.6 Electrical Switches: All electrical switches must comply with NASCAR LMSC rule 20J-6.6
An electrical cut-off switch that cuts off all power to the car must be mounted in the
center of the dash that can be reached from both sides of the car and the driver.
6.7 Electrical Wiring: All wiring shall be routed in an open manner, visible, and
traceable from termination point to termination point. Taping, wrapping or enclosing wires
into looms is not permitted. Bundling and securing of wires is allowed using small CLEAR
tie wraps only. Termination blocks are recommended for connecting or splicing wires were
necessary. Terminal blocks, if used, must be in the open, visible and easily accessible.
Wiring and any accessories must comply with NASCAR LMSC rule 20J-6.7.
6.8 Radios, permitting driver and crewchief communication are permitted and recommended.
7. Engine Cooling System
Engine Cooling System must comply with NASCAR LMSC section 20J-7 except as amended below:
7.1 No electric fans are allowed.
7.2 Stock OEM water pump only. No aluminum water pumps are allowed.
8. Engine Lubrication
Engine Lubrication System must comply with NASCAR LMSC section 20J-8 except as amended
below: Remote oil filters are not permitted. Oil coolers are not permitted.
9. Engine Exhaust System
Engine Exhaust System must comply with NASCAR LMSC section 20J-9 except as amended below:
9.1 Car exhaust system shall have one Magna Flow Performance Muffler (part # 12298)
installed. The installed muffler will function as a Y-pipe, with the output of each header
connected to the dual muffler inputs, and the single output of the muffler connected to
the exhaust tailpipe. The specified muffler must remain stock as from the factory. No
modifications will be permitted. Modifications to this muffler may result in the loss of
all points and/or other penalties as deemed appropriate by track officials.
9.2 All exhaust pipe shall be three (3) inch outside diameter and shall be painted white.
9.3 Tailpipe must turn to face the ground.
9.4 Cars must not exceed a 99 db decibel level, as measured by track officials. Sound
levels may be monitored anytime cars are on track.
9.5 The following tubular steel exhaust headers are approved:
Chevrolet: Cyclone #85001
Ford: T.B.D.
Dodge: T.B.D.
10. Drivetrain
10.1 Clutch: Must comply with NASCAR LMSC rule 20J-10.1 except as amended. Only Single or
double disc clutches are allowed. Carbon fiber clutches are not allowed.
10.2 Flywheel: Must comply with NASCAR LMSC rule 20J-10.2.
10.3 Bellhousing: Must comply with NASCAR LMSC rule 20J-10.3. No lightening holes may be
drilled or cut into the bellhousing. An inspection port measuring 4 inches wide and 3
inches in a front to rear dimension must be cut in the bottom of the bellhousing to
facilitate clutch inspection. This opening must be covered with an 1/8 thick steel plate
measuring 5 inches by 4 inches.
10.4 Transmission: Must comply with NASCAR LMSC rule 20J-10.4 No weight reduction of any
type is permitted. Transmission must be mounted in the stock location with the stock
mounting points.
10.5 Driveshaft: Must comply with NASCAR LMSC rule 20J-10.5. Driveshaft must be magnetic
steel and painted white.
10.6 Rear Axle: Nine inch Ford or OEM axle assembly may be used in all makes of cars. Racing axles are recommended. Torque sensitive
carriers are NOT allowed. Center section must be a Detroit locker or spool. Cambered rear
axle housings are not permitted. Axles must be solid magnetic steel axles. Rear axle must
be mounted in the stock location with the stock mounting points.
10.7 Wheels:
10.7.1 Wheels must comply with NASCAR LMSC rule 20J-10.7 except as amended. Wheel width
will be eight (8) inches as measured between the mounting beads. Wide five wheels are not
permitted.
10.8 Tires:
10.8.1 Tire: The track assigned tire is Goodyear model/compound # D1882. This tire is
categorized as a Short Track Special, G19 (slick) tread configuration.
10.8.2 Two Tire Rule :( Effective May 10, 2003) Speedway Sportsman teams will only be
allowed to purchase two (2) new tires on race day. Only 2 new tires will be allowed on the
car for qualifying/racing for an event. Special events (extended lap features) may result
in teams being allowed to purchase and use four (4) tires on a race day.
11. Frames
Frame must remain stock. No offset, offsetting, notching or stepping of frames will be
permitted. Front and rear subframe snouts must remain in the stock location. No cross
bracing or X-bracing of the frame or body is allowed.
12. Suspension
Suspension must be stock except for modifications as allowed below:
12.1 Wheelbase must be a minimum of 105 inches to a maximum of 112 inches and must be
stock for the make, model and year of the car. Wheelbase tolerance will be plus (+) or
minus (-) one half (1/2) inch.
12.2 Whatever bushing material is used in the left side suspension must also be used in
the right side suspension.
12.3 Shocks: The track has assigned a specific shock absorber to be used in this division.
This shock absorber is any AFCO 12 series shock. Example: 1273 FB
These shocks may not be altered, revalved or rebuilt by the manufacturer or any other
individual. Shocks and internal components are subject to inspection by track officials at
any time. A shock as provided by AFCO will be used as guide in determining if a
competitors shock is in compliance with this rule. Any violation of this shock rule may
result in the loss of all points and/or other penalties as deemed appropriate by track
officials.
12.4 Spring size may be changed. Spring location on frame must remain stock. Jacking or
Wedge bolts may be installed in the stock spring location. Leaf spring cars must use stock
front mounting points and can use leaf spring sliders to mount the rear spring eye.
12.5 Front lower control arms must use stock mounting points. Lower control arms must be
stock length and the same length. Upper control arms may be aftermarket, but must be the
same length. No offset control arms allowed. Front lower control arm bushings must be
stock rubber bushings. No solid, neoprene or performance enhancing bushing material is
allowed. No mono-balls or heim joints are allowed.
12.6 Rear control arms must use stock mounting locations. Must use stock rubber bushings.
No solid, neoprene or performance enhancing bushing material is allowed. No mono-balls or
heim joints are allowed. A third link is allowed but must be a solid bar. A panhard bar
may be used. No rear sway bar is permitted.
12.7 Front sway bay must be OEM for make, model of car.
12.8 Tread width: The maximum tread width allowed is sixty-four and one half (64.5) inches
on both front and rear. A tolerance of one half inch is allowed between front and rear as
long as the maximum is not exceeded. Wheel spacers, if used, must be magnetic steel and
the same thickness used on the right and the left sides. 12.9 The frame and body clearance
must be a minimum of five (5) inches.
13. Steering Components
Steering Components must comply with NASCAR LMSC section 20J-13. Steering wheel must have
quick disconnect coupling.
14. Brakes and Brake Cooling
Brakes must be stock for the make model and year car. OEM disc brakes can be used on any
car. Aftermarket proportioning valves are not permitted.
15. Fuel
15.1 Fuel: Fuel used in competition must comply with NASCAR LMSC section 20J-15. Fuel used
must be acceptable to ODS track officials. Mixing of racing fuel and pump gas is NOT
permitted.
15.2 Refueling: A fully charged fire extinguisher must be manned and ready to be
discharged if required while refueling a car. The fire extinguisher will have at least a 4
pound capacity and rated 10- B:C and DOT approved. A charge pressure gauge on the fire
extinguisher is required.
16. Fuel System
The Fuel System must comply with NASCAR LMSC section 20J-16 except as amended below: This
includes: Fuel Cell, Fuel Cell Container, Installation, Fuel Filler, Fuel Cell Vent, Fuel
Pump and Fuel Lines and Fuel Fill Containers.
NO external fuel fill is allowed. If the fuel line is routed through the drivers
compartment, it must run through a magnetic steel conduit. Conduit must be secured to the
floorpan and sealed where it passes through the front and rear firewalls.
17. Personnel Safety Requirements and Roll Bars
All cars, drivers and teams must comply with NASCAR Rule Book section 6-4 and NASCAR LMSC
section 20J-17. Drivers must use all safety equipment as specified by these rules at all
times during an event. This includes practice, qualifying and the race.
17.1 Helmet and Head and Neck Restraints: Helmets must meet Snell SA-95 specifications as
a minimum. Use of a NASCAR approved Head and Neck Restraint system is highly recommended.
Reference NASCAR rule 6-4-1 and LMSC rule 20J-17.1.
17.2 Driver Restraint Harness: A minimum five (5) point driver restraint harness with
three (3) inch wide shoulder harness and lapbelts is required. A six (6) point harness
with three (3) inch wide shoulder harness and lapbelts is recommended. Driver restraint
must be NASCAR approved and be installed and used in accordance with the
manufacturers instructions and specifications. Manufacturers label, including
date of manufacture, must be present on the harness. Manufacturers date must be less
than 2 years old from race date. Lapbelt harness should be mounted into a double shear
mount, which allows the harness to swivel. Harness should not rub the seat at any point.
Reference NASCAR rule 6-4-2 and LMSC rule 20J-17.2.
17.3 Seats: An aluminum racing seat is required. Minimum thickness is .090 inch. All
guidelines in NASCAR rule 6-4-3 and LMSC rule 20J-17.3 must be implemented. Hi-Density SFI
45.1 approved roll bar padding that is flame resistant is recommended.
17.4 Roll Bars: The roll cage must comply with NASCAR LMSC rule/section 20J-17.4. In
addition, a one (1) piece, one eighth (1/8) inch thick magnetic steel plate must be
installed over the outside of the drivers door bars. This plate shall cover the
entire drivers side door area and must be welded to the door bars of the roll cage.
Attachment using bolts or rivets will not be allowed. Holes of any kind will not be
allowed. A multiple part plate installation may be acceptable, due to roll cage
construction, with prior approval of track officials. All roll bars within the
drivers reach must be covered with roll bar padding. Hi-density, flame resistant,
SFI 45.1 approved impact padding is highly recommended.
17.5 Fire System: On board five (5) pound fire suppression system with two (2) nozzles,
directed near the driver is highly recommended. Fire system activation handle must be
within reach of the driver when seated normally in the car with harness fully tightened.
Fire system bottle must be securely mounted to the chassis with a pressure gauge in plain
view for inspection purposes. Reference NASCAR rule 6-4-1C. As a minimum the car must have
a working fire extinguisher of at least a 2 pound capacity and rated 10- B:C and DOT
approved. A charge pressure gauge on the fire extinguisher is required. Fire extinguisher
mounting brackets must be metal and of the quick release type. Fire extinguisher must not
be taped or tied to the bracket. Plastic brackets are not acceptable.
17.6 Driving Suit: A fire resistant driving suit is required. A multi-layer suit meeting
the requirements of SFI 3-2/5 is highly recommended. Drivers suit must be in good
condition with no rips, tears or fluid saturation.
17.7 Driving Gloves: Fire resistant driving gloves are highly recommended. Gloves must be
in good condition with no rips, tears or fluid saturation.
17.8 Driving Shoes: Fire resistant driving shoes are highly recommended. Shoes must be in
good condition with no rips, tears or fluid saturation. Fire resistant socks are highly
recommended.
All cars, drivers and teams must comply with 2003 NASCAR rule book section 6-4.
Drivers must use all safety equipment as specified by these rules at all times during an
event. This includes practice, qualifying and the race.
18. Inspections, Protests and Claims
18.1 Pre-Race Inspection: Any pre-race inspection failures or non-compliance with these
rules may result in not being allowed to participate or compete in the event. Additional
weight or rear of field starts may be imposed. The penalty for inspection failure is
determined by the race director.
18.2 Post Race Inspection: Any post-race inspection failure may result in forfeiture of
some or all prize money, contingency money and points earned for that event. Any illegal
part found will be surrendered to NASCAR track officials. No equipment or part will be
considered approved by reason of having passed through previous inspections. Pre-race
inspections of a particular part or rule do not preclude post race inspections. The
penalty for inspection failure is determined by the race director.
18.3 Protests: No protests will be accepted after ten (10) minutes past the drop of the
checkered flag in the Speedway Sportsman feature race. In the final two weeks of the
season any competitor protests must be made to an ODS Tech official, who will determine if
the protest is allowedTrack teardowns and post race inspections will be conducted as
normal including the final night of competition. ODS will retain fifty (50) percent of all
protest money. The protesting driver/owner will have the same part/parts inspected on
their car. The cost to protest, (teardown fee), particular items is:
Connecting Rods $300
Crankshaft $750
18.4 Teardowns: Any driver/owner refusing a request from NASCAR track
officials to teardown for post-race inspection or protest for any reason will be placed on
a one (1) race suspension. The driver will be held responsible for the refusal to
teardown. The driver will lose all points earned for the current event. Refusal to
teardown a second time will result in the loss of all points accrued during the season and
suspension for the remainder of the current season. ODS track officials reserve the right
to teardown at any time.
18.5 Carburetor Claims: The carburetor is subject to a claim rule. The cost to claim a
carburetor is $75. Only the driver can claim the carburetor. Claim fee must be presented
to the race director within 10 minutes from the waving of the checkered flag ending the
Speedway Sportsman feature race. Only drivers finishing in the top 5 positions AND are in
the top 5 in the division point standings may claim a carburetor. Only drivers finishing
in the top 5 positions AND are in the top 5 in the point standings are subject to being
claimed. Refusal to surrender a claimed carburetor will result in a two race suspension,
forfeiture of points for the current race and loss of right to claim a carburetor for a
calendar year. The claiming driver must run the claimed part in the next race in which he
competes. No claims allowed on the final night of competition.
18.6 Engine Claims: The engine is subject to a claim rule. The cost to claim an engine is
$1500. Only the driver can claim the engine. Claim fee must be presented to the race
director within 10 minutes from the waving of the checkered flag ending the Speedway
Sportsman feature race. Only drivers finishing in the top 5 positions AND are in the top 5
in the division point standings may claim an engine. Only drivers finishing in the top 5
positions AND are in the top 5 in the point standings are subject to being claimed.
Refusal to surrender a claimed engine will result in a two race suspension, forfeiture of
points for the current race and loss of right to claim an engine for a calendar year. A
driver is entitled to one (1) claim per season. Claimed engines DO NOT INCLUDE:
carburetor, distributor, oil pan, oil pump, headers, water pump or intake manifold. The
claimed engine must be run by the claiming driver in the next race in which he competes.
No claims allowed on the final night of competition.
19. Administration
19.1 All competitors should read/review sections 1 thru 17 of the NASCAR 2003 Rule Book.
19.2 Any questions concerning these rules should be directed to a member of the ODS
technical crew.

Old Dominion Speedway welcomes all of its competitors to an exciting new racing season.
